Web Site Creation Software:

Just about any reputable web host will include some sort of user-friendly web site creation software in their hosting package.  While these programs will enable you to publish a simple page, there are many additional factors involved in getting the search engines to favorably recognize your page/site.  This is an area where I recommend spending money.  Remember, you do get what you pay for in web site publishing.
